My math tells me that's 30 inches. A 29g tank has about 25 actual water volume. Sounds like fully stocked to me.
Many people keep dwarf gouramis in 5 gallon tanks and they live quite happily.

many people keep oscars in 20g tanks and think they are quite happy as well. Do you really go by inch per gallon??? lol sometimes you have to look at the tank when its stocked and say, ya this is good, or ya i could put a few more in there comfortably. fish keeping isnt a math problem its an environment issue.
