It depends on the size of the angel and the size of the tetra... any fish can be expected to eat any fish that will fit in their mouths, but most (adult) tetras are too big to be eaten by most angelfish. If you put a large angelfish in with a school of baby neons then yeah, you'll lost your neons, but if your neons are big enough then it's no danger. I have neons and harlequin rasboras in my 90 gallon with a bunch of adult angelfish, and no one has been eaten yet
