I too think 29 gallons is on the small side for an angelfish, but with just one, and as long as its not a "low" tank, you can get away with it.
As for the neons, I think people get the impression that neons are way smaller than they are, because they're also so small in petstores. But adult neons can grow to 1.5", which is too big normal sized angels to eat.
