I also recommend the Aquarium Pharmaceuticals test kit. I have used it for years (actually need a new one now). I also have some of the Hagen Nutrafin kits as well and they are a tad more expensive, but also good.

As far as dechlorinator goes, I use Seachem Prime. It is concentrated, so you use less, making it last longer than other dechlorinators.
