Based on the history of how fish breed in aquaria, I will say they are most likely danio fry. Mainly because otos are very rarely bred in home aquariums and it has only been documented a few times. Danios reproduce more commonly.
As for the Danio's lip, its hard to say without a more close up picture. Could possibly be Lymphocystis, but its hard to tell.
