Yup, I'd go with the bleach. Vinegar also works good if there are any old crusty mineral deposits. Now, If it were me, while I had the tank outside cleaning it, I would fill the whole thing, and let it sit, and see if it leaks, seeing as how it has been outside for so long. Better to leak in the yard than in your house!
