I love this board it'a great and the info is wonder. I saw some awsome bettas at this LFS by my house and I was soo temped to get one, I am not ready yet I don't want to get one and have it kick on me. So i will let it rest for a while.

So can I fill my tank and let it sit for a week and then add my new one?

Fishforums has a section dedicated to Bettas that you will find useful:

standing water usually dechlorinates after about 3-4 days.

that being said, it is best to keep a Betta in a tank that contains filtration and a heater

tho i gave my 14 yr old niece a betta for her birthday a few yrs ago despite her mom's protests due to the small apt they lived in- the betta was housed in a small tank whose only source of heat was the incandescent bulb in the hood, had some gravel and 2 plants - but i did make her change 10% of the water every 3 days using a dechlorinator (with her best attempts of temperature guesses) and the betta had beautiful colors, was active, never got sick and enjoyed a 3 yr lifetime
