I think I spelled that wrong?

Anyways. When you folks do water changes, do you put the declor. in AFTER you put the water in the tank (like in a bucket) or do you put the water in the tank and then Dechlor. ??

I ask, because I'm getting sick of the bucket-hauling ordeal, and I wanna get one of the siphons you hook up to a sink, that sucks it out, then fills it right up, but wouldn't you then be putting chlorinated water in the tank for a bit? Is it okay for just a super short amount of time?
