The plant will not kill the turtle, but the turtle WILL kill the plant. Turtles usually dig the plant up and tear its leaves to shreds and nibble on the roots. This can desroy your filteration system (dependig what kind you have.) I would highly reccomend on buying fake plants for your turtle.

no charlie the plant im looking at is a creeper and semi aquatic plant which only requires it's roots to be in water and the plant itself will grow on the cover of my turtle tank i want to know if the roots submerged in the tank maybe able to harm my turtle i'm also thinking of using a pvc pipe of 1 inch diameter that will be submerged in the tank and house the roots of the plant

That should work. The plant will still not harm the turtle and the pvc pipe hiding the pipes is a good idea. It also depend on what species of turtle you have and how large too. If it is say a 6"+ RES then the pvc pipe will probably do little good as the turtle will get alittle curious and take the pipe off and then get to the roots.
