Cloudy water?

Ok I have two tanks, a 45 gallon hex and a 55 gallon rectangle. Both of them are cloudy. Ill start off with the 45 gallon.

45 gallon: Kept close to a window that has closed shutters. I used black construction paper on two sides to keep the remaining light out of the tank. Floresent lighting is kept on 10 hours a day. I feed the fish in it once a day only enough for them to eat in five minutes. Its been fully cycled for about a month now with the tank stats: GH - 120ish, KH - 120ish, PH - 7.0, Ammonia 0, Nitrite 0, Nitrate 20ish, temp 75. I do weekly water changes on it aproxx 15 out of the 45 gallons. It has a very grey/whiteish cloudyness to it that I can't get rid of, nor do I know the cause.

55 gallon: Exactly the same stats, and I keep it the same way as I do the 45 gallon. The only difference is that it isnt close to a window and has no exposure to any form of sunlight at all. It is not nearly as cloudy as the 45 gallon, but still a light grey cloudyness is apparent compared to when I first set it up.

I've used accuclear and alge fix on the 45 gallon, neither of them worked.. I need advice on how to fix this problem
