What size tank?
What are your water parameters (specifically ammonia, nitrIte, and nitrAte)? And what is the temp? Also, what are tankmates? We need a bit more info to help you. And its ANGEL....sorry, just a pet peeve of mine.

You say full size.... so its about 6+" tall?
What are your paramenters? ammonia, nitrite, nitrate?

almost zero is not "fine," no offense. nitrite and ammonia are highly toxic to fish. nitrate is the ONLY thing that should be greater than zero.
did you recently change a filter cartridge or do a large water change? how big of a water change do you do every other week? with 2 angels in a 30 gallon tank, i'd recommend at least 1/3 every week. honestly, i've read that angels need a bigger tank than what you have. i wouldn't put 2 in a 30 gallon. 40 or more is probably a better bet.

Also, with 2 angels in the tank, do you see any signs of aggression from the non-sickly angel? What about marks or anything on the one that is sickly?

Please give us good readings.... I am willing to bet 10 bucks at this point that its your water quality. It seems like if they dont know what the readings are, its ALWAYS water quality

Is she at the top or the bottom of the tank? 30 is fine for a mated pair, but if 2 angels don't get along, one will dominate and the other will hide. If shes at the surface gasping, it prob. is water quality. If shes at the bottom, laying on her side, or swimming funny, it could be a digestive problem. Try the cooked, skinned pea treatment. It can't hurt. But if she isn't eating anything, she prob. won't take it. Go ahead and do another water change. Like the pea, it won't hurt and might help.

Have you done water tests recently? Check for ammonia and nitrIte and give us exact numbers.
Have you noticed the other angel chasing or nipping or showing any aggression towards this one?

with a water change her condition has improved... hmmm, sounds like water quality was the cause to me.
