what is this??

last wednesday when i cleaned my betta tank there was a white gooey substance on the top of the water. now one week later (the amount of time i was instructed to wait) the whole surface of the tank is covered in this. could this be why my fish has tail/fin rot?? what is it??? i would change the water now but i want to buy meds to put in there and i cant until tomorrow. i also need to acclimate him and as it is eleven at night i will be needing some sleep before i can get him back in his tank. i feel horrible, but i dont have much of a choice. i have time to clean the tank but not enough time to get him in the cleaner water. then i will have to give him medicine for his tail/fin rot in the morning so i might as well change it and put the medicine in clean water.

i am freaking out. i feel like i must be the worst fish owner in the world. my first fish came sick and i didnt know because i have never had fish and now i have a new one that i have had for a week and a half who is sick now and i am sure i must be doing something wrong. but i am doing everything i have been told
