Default how many green spotted puffers in a 20 gallon?

my friend wanted to get green spotted puffers how many in a 20 gal? also how much salt per gallon?

None.
A full grown green spotted puffer will require a 30 gallon tank BARE MINIMUM. I'd suggest a 55 gallon. They are also brackish as juveniles and require full marine conditions as adults.
I'd tell your friend to look at some different fish.

He could still go with a puffer, just not the green spotted.
Maybe a dwarf? He'll be a little guy and afaik won't require brackish, they're freshwater.

A decent rule of thumb is 2 leveled tablespoons of marine salt per gallon will give you low-end brackish, somewhere around 1.005 parts per thousand salinity. Just keep in mind it's marine salt, not aquarium salt.

If you want something like a green spotted puffer, try a figure eight.

They're much smaller, thrive in very low Sg, and are very similar to GSP in how they act.
