Default Rare Indian Ocean Dracula shrimp goby

Can these be breed? what size tank would be a min.
I was thinking about getting a pair and adding them to a 30cm cube.

Yes they can, but probably not by you if you have to ask. There is a pretty good book on the market now called "Breeding Marine Fishes" which is chock full of all sorts of good info that simply wasn't available even five years ago. It provides the how-to's on some 90 species.

Your tank size is the barest minimum, and only if they have it all to themselves.

Shouldn't you be concentrating your efforts on your Roselines?
