Default Superlux T6 Trouble

So, i recently purchased the Superlux Lighting Rod T6 bulbs from a wholesaler which my employer orders from. They are said to replace any t12 bulb, and work in any ordinary aquarium lighting fixture. However, when i hook it up in my custom made hood (comprized of 4 T12 Coralife endcaps and a conventional household ballast), i cant get the damn things to light. I also, out of curiosity, tried installing them in the flourescent fixture in my house, and nothing still. Has anyone had this problem before? I'd like to know that way: a) i can replace my bulbs with something else, and b) i can warn my employer about the returns he's going to end up getting.
