Default Freshwater Puffers

I am assuming the answer is "no", but I am hoping that such a fish does exist. Are there any passive freshwater puffers?

No.

The only freshwater puffer I know of is the Malabar or Dwarf puffer. They are not passive and best kept in a species tank.

All puffers are predatory, they can be kept with other fish.. they will just rip them to pieces... So its highly recommended that you don't .

I would go with Dwarf puffers for a smaller tank, if you go 40-75+ gallons you will have a lot more options puffer wise.

Red-eyes, false red-eyes, south americans, dwarves, etc. but no puffer in existence is "passive." Though, south americans will school with eachother.
