Whisper Filter Question

My Whisper 60 Filter came with my 55 gallon tank. I am going to supplement that with a Penguin 350B, just haven’t gotten around to getting one yet.

Now, my question is this. My filter has the two bio bags with carbon (if you choose to add it) on a bio-frame. From what I read, this frame is heavily notched to allow for the growth of the healthy bacteria. To me, this just doesn’t sound like enough. So, in searching, I kept reading that I should have “bio-foam” along with it. I have never had this with the kit. Am I missing something?

Then, I found this which looks like it replaces the old way of doing things and looks to me to provide the coverage I need for the bacteria. Is this correct? It is at the middle of the page, this shows a new kit that replaces what I have and actually has the “bio-foam”.

Mine also came with the same thing. I decided to trash it cause pump was working right ya it is confusing. I am just getting a new filter soon
