Probably a bacterial bloom. Did you recently do any of the following:
-change filter pad/media
-do a large water change
-add a few fish?

If so, it's definitely that. Do small waterchanges once a day and it will go away on its own. Don't use "water clarifier."

yes, it is caused by ammonia, which is toxic to fish... is this a new tank?

well then that is good as long as you didn't clean it extremely well (both the filter & gravel), if you did any of the above that trashion has said its just a minicycle and as long as you do those small w/c's and cut back on the food you should be fine.
