Question Dechlorinator

Can a science person out there explain to me how dechlorinator works?

I know that chlorine is an element so I don't see how it could be broken down. Does the dechlorinator add some sort of chemical that binds with the chlorine?

i am about 80 million miles from being any kind of a chemist or water expert;but it is my understanding that the dechlorinating agent neutralizes the chlorines.most modern day dechlorinators also neutralize chloramines and detoxify many of the heavy metals found in some water systems.they will also help to promote the production of the fish's slimecoat.and there are some that will also remove ammonia..
i do belive that we have a number of aquatic biologists and chemical engineers lurking around here somewhere..
so you will have to wait till they surface to get your real answer..
