elite 25W heater (problem)

this is supposed to be good for heating up to a 20 liter tank, well i got a 21 liter tank, and the heater keeps the water at 81F at the lowest! the room temp is 71F. i have the heater turned down to the lowest setting. the only small heater i can buy here is the elite 25W. i have no problems with my bigger tank,
so is it just because the tank is small or the heater or the room temp?

Maybe give it a few more days? Heaters and water temp can be finicky. Other thought is that maybe you have a defective unit.

That's a very small tank (5.5 gallons).

When you set up a heater in a tank, it is best o let is hang unplugged for 6 to 12 hours. It sort of resets the thermo-control thingy. Have you tried that?
