If you have a Walmart around you grab a few packs of there plant bulbs, I can't think of what they are called but it's a low/medium light plant that's easy to grow and is entry levle.
Another great plant for beginners is java moss. I love this stuff its a low-high light plant that grows like crazy. If you can get your hands on some of it grab it. This will grow well in any aquarium.

Anubias. Low light, high ligh, hardy and hard to kill.
Cory, java moss isn't a plant lol.. Just messin with you, java moss is actually good for small fish, and if your guppies breed ( how do you keep them from breeding ?! ) then it's great for the fry to hide in.
Also java ferns.

It's good for beginners. You seriously need a dark box to kill javamoss.
You can tie it to deco and stuff like that and it's a nice bright green so it's a vary pretty plant to have. I'm still trying to grow out my moss wall. So far so good.

The plants I've had/have that did great in low light (assuming you have the standard incandescent light)were: anachrias, mosses, amazon swords, anubias, penny wort, maribo balls, and tiger lotus.
All great plants. Also if you really want them to flourish add some liquid/root tab fertalizer. I'm amazed at how much it's helped my plants.

That lamp should be good for a low light set up like you want. But really, theres probably cheaper options out there. I don't know any but I have heard about some shoplights that work.
Also, another plant that does great in a low light set up is Java fern, really love that stuff.
