Default dwarf puffer?

I saw these little guys at the LFS the other day and fell in love. I have a 2.5 gallon tank with heavy filtration (I can turn down the filter if need be, though). Could I put one or two of these and some ghost shrimp in there? If so, what should I feed it? Would it be ok to put alot of plants in there?

Also, if I put sand in there, what could I put over the filter intake so that it doesn't get sucked up into the filter? Or is there some kind of filter that will be ok with sand?

i would say maybe one puffer, the rule is 3 gallons per dwarf puffer, and you would feed them frozen blood worms, and some small snails for a snack , you can try live food too, i have never tried it, but others say that they love it,um ghost shrimp may not last my puffers eat them, and i wouldnt put any in there the tank is really too small if you could get a 5 gallon for 2 puffers, and ghost shrimp and maybe a couple oto's, plants are good because puffers like plants..
