Question Cleaning Old Used Tank

I have a old 40 gal. in my backyard and now I want to use is. Except is been out there for about 2 years and its really dirty, what is the best methods of cleaning it? By the way, there was some wax on it because someone left a candle on it and I was able to scrape all(I hope so) of the wax off.

I use about a capful per 4-5 gallons. It's better to rinse with hot water too.

Yup, I'd go with the bleach. Vinegar also works good if there are any old crusty mineral deposits. Now, If it were me, while I had the tank outside cleaning it, I would fill the whole thing, and let it sit, and see if it leaks, seeing as how it has been outside for so long. Better to leak in the yard than in your house!
