Default ionizing water

I have been emailing to a lady who breeds discus and ships in Canada. She was saying in the town they live in (very large town) they have stopped putting in chlorine and chloramine and instead the town is ionizing the water.
Does anyone know anything about this process?

Abstract : A pair of electrodes formed of silver-copper alloy depend from the bottom wall of a floating container. The latter is arranged to float on the surface of a body of water to be treated and contains a battery which is connected in circuit with the electrodes through a timer switch and a current reversing switch. Passage of a direct current across the electrodes ionizes the water and the silver and copper ions destroy and prevent the growth of bacteria and algae.

hmm !! well there are lots of article on the net about putting these things into your house and it all sounded like a water softener to me. Some said they ionized and some said they deionized. Then some said DO NOT DRINK THE ACID PART OF THE WATER. Huh??
Any way I wonder if it is feasable to treat an entire town water supply that way. i wonder if the water is made more acidic.
The ads on the net say the water is very good for you, is well absorbed because the water particles become smaller and are better oxygenated and therefor you have more energy. Do you think this is the same process?
i wonder if the water is any good for the fish? She seemed to like it and said her friend whose water supply had chloramines had a high death rate among her fish.
Anyone got ideas??
