it shows up much easier that it is to get rid of it, are you using RO/DI water? do you have a skimmer? do you have good flow? all those will be key to getting rid of that stuff.

and how old are your bulbs? ive read somewhere that a spectrum shift could possibly be a link to cyano blooms, but that goes back to the original, it has to be eating something, and that is a problem in itself.
