Does it smell bad? Have the water tested.
Does the brown come back after you change 40% of the water?
Most likely is algae (diatoms) that will most likely go away on its own, but it could be from driftwood, fish-food dyes, any number of things.
What size tank? what fish? How many? How are the fish acting? Are they gasping?

Sounds like algae or tannins, then. Neither is cause for alarm. A lot of brown algae can indicate that you are feeding too much or your tank is in the middle of "cycling". How long has the tank been set up? Do you have driftwood? It can stain the water and lower pH.

Do you have any decor that could be leaching out into the tank? You said that you don't have driftwood, but do you have anything else in there that could be discharging tannins or the like?

If not, it's probably algae. That isn't unusual in a tank at 6 weeks. Scrape it off any surfaces it bonds to for now. Don't start dumping in algaecides just yet.
