Tetra filter for activated carbon

Hello,
I bought a tetra filter for my fish tank it's for 70gal and I'm using it for a 90gal. I'm not using it for filtration though, I have a protien skimmer and LR for filtration purposes.
I only put the filter on my tank to get the water through the activated carbon. I needed a good way to use chemical filtration I used to put them where my bio balls go but it is always a huge ordeal like a bag spilling out and what have you. My question is... Is the teta filter safe to use for this purpose?
