Indeed, but where to start? It looks like a type of porgy to me, but not any porgy I have ever seen. And I looked on fishbase and still can't identify it.

You're good. It is a type of livebearing Brotula. They can even reproduce in captivity.

I'll give you a hint: it's a temperate Australian species, grows to about 7 inches.

The blue spotted cornetfish does have blue spots. Fistularia tabacaria, the blue spotted cornet, is correct.
