29 gallon Brackish Tank

I know it's slightly over stocked but I'm upgrading to a 55 or 75 gallon in less than a month.

2 Green Spotted Puffers
1 Green Scat
1 Knight Goby
1 Peacock eel

It has plenty of deco, and sorry to say the 55 gallon upgrade still won't be big enough

So you think i should go up to 75 gallons?
Will i need a protein skimmer if I go that big?
I have two 40 gallon filters I would use, Hang on the back kind and I'll have to get a new heater and more substrate. But what else will I need.
